In every registration unit -including those computerised- the legal part of report forms should be kept as a register for every year.
For issuing non- availability certificate if the applicant fails to produce evidences viz.ration card, school records etc, it can only be issued only after enquiry through police.
In the case of adopted children the name and address of adopted parents can be included in the register and certificate issued.
The births occured outside India can be registered in the registration unit where the parents reside in India irrespective of the fact that it is informed to the RGI or not. But the Deaths like this cannot be registered .
